National Governing Council Health Education Partnership

The National Governing Council Health Education Partnership (NGCHEP) strongly supports freedom of student educational access and opposes efforts by groups and organizations seeking to prevent schools from offering student access to educational technology and that attempt to restrict student access to the educational programs of their choice.  The NGCHEP has developed this sample legislative resolution pertaining to Freedom of Student Educational Access and offers this resolution to the educational community at large with the suggestion that the resolution is adopted in all states as a statement in support of free and unrestricted student access to education.

Sample Legislative Resolution for Freedom of Student Educational Access

Whereas all students richly benefit from freedom of access to education;

Whereas education is the means by which our citizens and our society are uplifted to higher levels of excellence and obtainment;

Whereas many students need access to educational technology in the form of computer based education, eLearning and online education, as well as, virtual classroom education;

Whereas students with special physical and psychological needs based upon learning, mental, or physical disabilities have been shown to benefit significantly from access to learning technology;

Whereas the use of computers and the internet have become both common and essential components of contemporary education;

Whereas every student in the United States should have an opportunity to reap the benefits of education in all of its effective and beneficial forms: Now, therefore, be it

Resolved by the Legislature, That--

  1. it is the sense of the Legislature that education provided through learning technology is an important component of an academic curriculum and should be available to every student in every school where through choice or need it can be made available; and
  2. the Legislature recommends that every assistance and protection be afforded to schools offering student access to learning technology and distance education in order to promote and protect the growth and development of learning technology and distance education programs; and
  3. it is the intention of the Legislature to recommend the preservation, by any means, of Freedom of Student Educational Access; and
  4. the Legislature therefore designates A Freedom of Student Educational Access Month.
